It began in 1934 to commemorate the arrival of the US Navy in the Black Ships led by Commodore Perry in 1854.
The festival aims to promote world peace and international friendship, and a variety of events are held, including commemorative ceremonies, graveside services, official parades, and a re-enactment of the "Signing of the Japan-US Treaty of Shimoda."
Particularly noteworthy are the fireworks display over the sea at Shimoda Port and the hula show by a local hula school.
There are also plenty of events to entertain visitors, such as a "transformation corner" where visitors can change into kimonos and walk around the city, and a Japan-US friendship tug-of-war tournament.
